How do I protect an Outpost?

Keep Survivors there and upgrade the Outpost. Its Barricade reduces part of the incoming damage.

An Outpost with no Survivors can be captured. Your Capital cannot be attacked.

How do I reinforce another city?

Select your starting Capital or Outpost, then your Capital or one of your other Outposts. Send the Survivors you need and follow the movement under Active Orders.
